The vision for the development of Kharkiv will build on the 2019 masterplan for the city by combining the most loved and revered heritage from the past, with the most desirable and greenest elements of infrastructure, buildings and open space. This project will deliver the city of the future now, and sets in place a plan for its life for the coming decades.

The Norman Foster Foundation has assembled the world’s leading professionals in planning, architecture, design, engineering, and economics to reconstruct Kharkiv. In the spirit of combining global awareness with local action, top Ukrainian professionals are working with experts worldwide to redefine, rebuild, and revive the city—and eventually, wider Ukraine.

One of the first initiatives undertaken by Norman Foster was to create an Advisory Board. Composed of multidisciplinary experts, it has provided strategic guidance and specialised knowledge for the future of Kharkiv on a pro-bono basis.
The core team: UNECE; Kharkiv City Council; Arup and Kharkiv Architects Group have worked closely with the NFF to establish a shared understanding of Kharkiv’s status and a collective vision encompassing its past, present, and future.
