Approach

The new Kharkiv masterplan addresses traditional masterplan approaches by defining the uses of parts of the city, and the series of associated regulations that define each use. This is achieved by updating the existing 2019 masterplan, while also adopting a new approach to face the current challenges and ambitions of the city. An innovative pilot project approach has been established to ensure the vision for the city of Kharkiv is as enduring and effective as possible.

Benefits

Real projects will be developed that offer specific solutions to the problems of the citizens.

 

It will inform local capacities for implementation, local policies, and the specific amount of required resources for their implementation.

 

A connection between local and international professionals has been established on a project development level, promoting capacity building 
for Kharkiv's long term professional resilience, and ensuring a successful rebuilding and restoration approach.

As part of the research behind the new masterplan, the people of Kharkiv were invited to respond to a questionnaire on topics including transportation, housing, and the conditions of their neighbourhoods. Over 16,000 replies were received, and informed the approach for the vision. With continued collaboration, the guiding principles for the new Kharkiv masterplan have been established.

Kharkiv’s history is a critical asset. Many significant historic sites and buildings have been damaged in the war throughout the city. As Norman Foster has emphasised, Kharkiv’s own spirit should emerge distinctly in the reborn city.

The masterplan will transform a 6km long strip between the Kharkiv and Nemyshlya rivers into an ecological, pedestrian, and biking connector that will evolve into a city-wide mobility network.

The new vision for the Kharkiv masterplan seeks to upgrade and retrofit existing housing, recycling rubble and reusing materials to create lively and energy efficient neighbourhoods.

Repurposed factories will be transformed into clean energy centres, promoting industrial modernisation across the city.
